This is how my idea of protecting others was born. In 2001 I had an idea to train others in firearms safety. That translated or “morphed” into teaching security at several of our countries military installations and then contractors prior to deploying. I then sold the idea and concept to a consortium group and the Pentagon took the idea and ran with it an an undisclosed location. Nice to have the video to reflect how this whole thing got started from the roots to the weeds and back to the trees. Now that my non-compete clause has expired, there is a huge shift in vision, mission, and partners. Now that I am disabled, I have many people picking up my dream and running. Former Marines Propose Counter-Terrorist Training Center

Entering phase two of the global war on terror, President Bush is sending military trainers around the world to help governments quell terrorist groups and all levels of government are taking on the counter-terror mission.

Now a pair of former Marines have unveiled plans for a privately run Counter Terrorist Training Center at the former Energy Department superconducting supercollider site in rural north Texas, said Ron Reid, who with his partner Chris Grollnek, came up with the concept in April 2001.

“It’s clear to me that the demand for counter-terrorist training at the federal, state and local level is going to grow rapidly,” said retired Army Col. William Taylor, who is consulting with the group, and who set up a briefing at the non-partisan Center for Strategic and International Studies on March 25. Taylor is the former director of the Political-Military Studies group at CSIS.

Grollnek and Reid, who worked at CSIS before joining the Marines, own ProTac Global in Allen, Texas, a firearms training center. The two teamed up with private investor Rick Poston of Plano, Texas, and American Express Financial Services to make the training center a reality.

The government spent more than $120 million on construction at the site before Congress cancelled the project in 1993, Reid said. The site includes more than 200 acres, a large pond, more than 250,000 square feet of building space and about 18 miles of tunnels.

The center’s mission is “to carry out a range of training scenarios to facilitate the Counter Terrorism training missions of various organizations to include operations initiated from land, air and water environments into surroundings which can include warehouse, killhouse [a facility where shooting is practiced], prison facility, drug lab, train, bus, aircraft, tunnel complex and urban area,” Reid said. These activities could be conducted day or night. Extensive fiber optics could allow for cyber-terrorism activities.

The group wants is to find a sponsor to provide $47 million to $50 million to adapt current facilities and build others to accommodate the proposed training. Additions could include such things as bulletproofing buildings, building a killhouse, indoor and outdoor firearms ranges, a driving course, and a rappelling tower.

However, “the site is usable today,” Poston said. “It would cost $24 million to $25 million a year to lease.”

Poston is also a senior financial advisor for American Express in Plano, Texas, which would provide financial services to the proposed center.

The center would be available for lease to the Pentagon, other federal state and local law enforcement or civilian agencies, Reid said, and would be able to host multiple organizations at the same time.

The center could also offer terrorism-awareness training and education for first responders, and even private companies which run the nation’s critical infrastructure, said Phil Anderson, senior fellow for the CSIS Homeland Security Initiative, which supports the training center idea.
